Is it possible to order dark gray or blue keys installed on a keyboard, or is the way to do this to order a keyboard with no keys and then order an extra set?

You’d need to order a keyboard with no keys and then order an extra set.

Even if you want the blue or gray keys, I do recommend getting the keyboard with the standard pearl/pebble or black key set as there is a significant discount on installed key sets. All the installed key sets are full 103 key so they can be used on other Model F / Model M keyboards.
